Hybrid Strain is the third equipment quest in the new quest series on Tatooine for the Rakghoul world event. I picked up this quest after killing some of the Sand people for one of the previous quest lines. It triggered when I looted my first infected wrapping.
The junk area is a bit out of the way, so I decided to finish the quest line I was on before heading over there, once you're done with the current Sand People quest line you'll be in the perfect position to just head a bit to the west and find the junk.

Once you scan one three normal or one strong one normal jawas will spawn that you have to kill. The quest is actually counting how many of them you kill not how many parts you scan.
