This Datacron is just a trek down the beach from the reporter by the FP and med droid tent. From the FP, head across the river, just as if you were trying to get to the nearby town, but instead of going up the hill head northeast along the beach beneath the bridge.
Continue following the beach, you'll find some droids floating around that are hostile, and a bit past them will be an Elite guarding two prisoners, and a hole in the beach. Inside this hole is the datacron - you should be able to see it's beam from quite a ways off.
Killing the elite isn't difficult, but if you have trouble just come back at a higher level when you have a few more skills in your arsenal.
